Herbert John Payne

Herbert John Payne, 81, of Westminster, died Tuesday, August 11, 2026 at Carroll Lutheran Village.

Born February 14, 1945 in Flushing, New York, he was the son of the late Herbert Geroge Payne and Betty Hilda Hayes Payne. He was the devoted husband of JoAnn Marie Payne. They had been married for over 56 years.

Herb had retired from Test Equity in 2020 as an electronics engineer. He was a U.S. Army veteran serving during the Vietnam War era. Herb enjoyed spin cycle class right up until the very end, was a history buff, and enjoyed talking to anyone about anything. He never met a stranger.

In addition to his wife JoAnn, he is survived by daughter Rebeccah Ostroski and her husband Jared, nieces Antonette Caruso and Betty Ann Caruso, granddaughter Paige Ostroski and grandsons Thomas and Franklin Ostroski. He was preceded in death by son Matthew John Payne and sister Barbara (Payne) Caruso.

A memorial service will be held Saturday, August 29, 2026, 1:00 PM at the Jeffrey N. Zumbrun Funeral Home, 6028 Sykesville Road, Eldersburg, Maryland. Interment will be private. The family will receive friends from11:00AM till time of service Saturday, at the funeral home.
